How did Gandhi's belongings come into Otis' possession in the first place? Any ideas? If it was auctioned, then why? If it wasn't, did Otis steal it? Was it gifted to him? Is guththi ko kaun suljhaega?

Dont really know about the guththi, but yeah, more than being a so called attempt to save "India's Heritage", it was clearly a political ploy that was being played out in the New York auction.
It wasn't without reason that New Delhi rushed in to stake claim for bringing the Mahatma's belongings home at a cost of $ 1.8 million! Politics everywhere you see....

That's all pretty standard abuse the politician kinda thinking. I'm reall more interested in how that dude got those things in the first place.
